Wednesday the 17th at 5pm was bill cutoff. If bills were not out of the house of origin by then they were dead unless they were tied to the state budget. Many of the bills we are monitoring fell victim to the cutoff. They simply died because the mood of the legislature is to save the major battles for after the fall elections and then deal with them in the new budget cycle in 2017. It will be a full 105 day session (probably longer) and the new legislators will be wanting to make a statement. It could be further complicated by the pending U.S. Supreme Court decision on collective bargaining.
LEOFF 2 (6263) (6264) bills cleared the senate and will be sent to the house where our allies are expected to push them through the process.
The Brady house bill (2908) passed out of the house unanimously but the senate version (5589) did not make it out of the senate as predicted.
The collective bargaining bills (1777) (2490) died but will come back again in the 2017 session.
The corrections bill (6457) passed out of the senate and is headed for the house where it appears to have little opposition at this point.
Deadly Force Bill
In last minute negotiations with leadership HB 2908 was passed out of the house unanimously. The other versions of deadly force died but leadership felt they needed something to appease the public in an election year. This version has a task force made up of 25 different organizations and very little line officer representation. On Friday specific unidentified legislators committed to us to amend the bill in the senate. On Monday February 22 Michael Sargent and Carl Burke will be meeting with WACOPS, COMPAS, WASPIC and State Patrol to draft amendments which will be presented at the hearing in Senate Law & Justice Committee at 8am on Tuesday. February 23rd.

NATIONAL FOP DAY ON HILL
Michael Sargent and Mark Coleman are preparing for next weeks FOP Day(s) on the hill in D.C. They currently have 5 meeting set and are area waiting on confirmations for more meeting with you US Senators and Reps. They will update on the National platform when they return.
